China releases policies on rural vitalization

China has charted a roadmap for rural vitalization, with a package of policies for 2018 known as the “No.1 Central Document,” an official said at the State Council Information Office’s press conference on Monday.
“The document outlines a multi-pillar model of rural vitalization, including a series of significant strategies, tasks, and projects,” said Han Jun, director of the Office of the Central Rural Work Leading Group.
Rural vitalization was proposed as one of the major aspects of developing a modernized economy in a report delivered at the 19th CPC National Congress in October 2017.
More capital will be introduced to the rural areas by steadily rising fiscal input, improving financial services, and broadening financing, Han added.
To further implement the polices, China will carry out the National Strategic Plan for Rural Vitalization (2018-2022), specifying the targets from 2020 to 2022 and promoting rural vitalization in a practical and orderly manner.
“The first draft of the plan has been submitted and is waiting for approval,” said Wu Hongyao, Deputy Director of the Office of the Central Rural Work Leading Group.
The No.1 Central Document traditionally is the name of the first policy statement released by China’s CPC Central Committee each year. The 2018 document is the 15th one in a row devoted to agriculture, rural areas, and farmers, according to Office of the Central Leading Group for Rural Affairs.
